The authority for the Treasury Department to grant an interim appointment — distinct from a “recess appointment” — comes from the financial reform law itself.
In dismissing the rumor last night, though, Senate Banking Committee Chair Chris Dodd — who authored the law — claimed he’d never heard of the interim appointment power.
“I don’t know what it is. I never heard of it before,” said a flabbergasted Dodd to TPMDC.

You know, this guy’s fifteen minutes were up around up twenty-nine years and forty-five minutes ago.
All those salmonella-tainted peanuts… and guess who _didn’t_ snarf down a handful of them?
We wouldn’t be anywhere near that lucky, would we?
Why would Carter make this claim? Is he trying to refocus the recalcitrant by making a hard-core Democrat into a champion of the majority? Some days it seems obvious to me that the psychology of that kind of person is twisted in ways not even I can imagine.
