I think that is probably something of German design.

The layout is very close to that of the Dornier P378 concept.
Another candidate would be the Focke-Wulf designs from the same folder – the design looks somewhat related to the FW-260 project.
One problem in trying to track down which manufacturer did it is that a lot of the designs bore a resemblance to one another.
You want some inspiration for exotic fighter models, check out the French and German sections of that website; they’ve both got stuff that looks like it came out of a science fiction movie.

were some one add VTOL engines to it
It has more than a passing resemblance to some of the VTOL efforts in Germany and the UK. Possibly a joint effort?
