My suggestion:

Step 1: Follow behind patiently for twenty seconds or so

Step 2: A polite couple of beeps on the horn

Step 3: Lean on the horn

Step 4: Break out the ridiculously overpowered directional air horn or LRAD, something in the 160-180 dB range (also handy for road-blocking political protests)
