That’s Robert Kennedy visible in the audience starting at the 7:44 mark; why JFK decided to send his Attorney General is an open question – I imagine he wanted input from someone he could completely trust and wasn’t affiliated any way, shape, or form, with the military regarding what he saw.
It’s interesting how worked up people were getting about “Neutron Bombs” in the 1980’s, considering that Davey Crockett was already using a neutron warhead 20 years earlier.
