Has this silliness actually been made and if so will it be out in theatres?

Why can’t the aliens arrive and complain that after 50 years of space travel humans are still bound to the planet? That they need a fourth for bridge, or something, and the only way to do that is for humans to get at least to Mars?
In a way, we’ve already seen this movie. Remember “Mars Attacks!” ?

A little bit back on topic:
I don’t recall where I saw it, but there was a cartoon where a bunch of ETs are standing around a table that has a map of the Earth with big arrows on the continents. The caption was “Thank to General Nrrg’s brilliant propaganda, our invasion will be a cakewalk!” I do recall Gahan Wilson drew it.

I don’t get it.
I should been clearer… a cartoon taking up a page in a magazine. I’m not sure but I think it was “The Saturday Evening Post”.
It wasn’t my copy, if it was I’d have cut it out and saved it! My entertainment budget wasn’t real big back in ’82.
