That particular photo was faked, but there were a series of reports at the time of something that looked like that and that some Belgian F-16’s chased around at least once, as the Belgian government said that was the case and released some video taken from the cockpit interiors showing the object being tracked by the Falcon’s radar on their heads-up displays:http://www.youtube.com/watch?v=s7psGj4M1ZI
At around the same time this was going on AW&ST had an article about the military working on prototype stealth helicopters (the ones they showed artist’s guesses at were small ones like the “Little Bird” scout copters, not Blackhawk-sized like were used in Pakistan)
I still think this may be related to Lockheed’s patent for the wild-looking VG VTOL helicopter/aircraft:

Timing is right, shape is right, and with the rotors spinning you probably wouldn’t see them at night.
Maybe it’s a subscale single seat prototype, like Have Blue?
I’m surprised Fantastic Plastic hasn’t made a model of the thing, considering how cool it is, and the “Black Triangle” tie-in.
