what’s a giant cigarette with a face on it got to do with Halloween???
It’s a simplified Jack-O-Lantern.
Oh, I see, the white lights aren’t part of the design……
Nope, the white lights are just the windows. My guess is that for the top floors of this building, they either switched over to orange lights, or put orange film over the windows, and put some black paper or plastic in the shape of the eyes/nose/mouth over (or inside of) the windows.
